Air Quality Programs

If you are planning a new or modified facility that will emit air contaminants, air construction and operating permits from the Iowa Department of Natural Resources (IDNR) may be required.

Administrative Rules

Administrative rules are written to define and describe how legislation will be implemented and enforced by state agencies. The administrative rules process provides the Governor and the Legislature oversight over the rulemaking process, an opportunity by the public to offer comments and criticisms on the proposal, and a publication process to widely distribute final rules.  Find administrative rules here that have been adopted by IDNR to implement air quality programs.

Air Quality Modeling

Modeling is used to predict the impact of new or modified emission sources upon air quality. Modeling of minor sources is provided by IDNR.

Construction Permits

A construction permit for each individual source is required before installing, constructing, or operating sources that will emit regulated pollutants.  Most construction permits can be obtained within thirty days.  Call IDNR toll free 1-877-247-4692 for air quality permitting questions. 

Greenhouse Gas Emissions

Certain greenhouse gases must be included in construction permitting and emission inventories.  Green house gases trap heat in the atmosphere and are primarily the result of human activity, such as burning fossil fuels.  Types of greenhouse gases required for reporting include: carbon dioxide (CO2), methane (CH4), Nitrous Oxide (N2O), Hydrofluorocarbons (HFC's), Perfluorocarbons (PFC's), and Sulfur hexafluoride (SF6).

Operating Permits (Title V)

Title V Operating Permits are required for facilities with the potential to annually emit greater than 100 tons of any regulated pollutant, or ten tons of any individual Hazardous Air Pollutant (HAP), or 25 tons of any combination HAPs. There are permit options within the Title V program including a small source permit and a voluntary operating permit.  A permit application must be submitted within one year after the start of operation at a new Title V facility
